missing file steam_api.ini how to fix?

hi, i have been trying to download pirated games and every game that i download got a missing steam_api.ini and i asked the admins in the discord of the pirated website and they dont answer if any one know how to help me please replay to this theared.

probably the file is cancelled by some antivirus, sometimes they are payed to detect cr4cked games as a Virus, try to disable all antiviruses Hyper-v, Defender etc...

Disable windows antivirus in settings as well as any other antivirus you're using such as McAfee or Norton. You might have to redownload.
